ChatGPT Ads Are Live in Europe: Pay for Placement or Earn the Citation?

Since late August 2026, ChatGPT shows ads across Europe. They buy a slot below the answer. They do not buy a place in it.

Key takeaways

  • On August 18, 2026, OpenAI announced ChatGPT ads for 31 European markets, including Germany, France, Spain, Italy, the Netherlands and the Nordics. Since August 31, 2026, self-serve access through Ads Manager is open in all 31 markets. Switzerland is listed as available in the OpenAI Help Center.
  • Only Free and Go users see ads. Plus, Pro, Business, Enterprise and Edu remain ad-free.
  • Ads appear labeled, below the answer. According to OpenAI, they do not influence the answer itself.
  • In the EEA and Switzerland, personalized ads are not available for now. Delivery is based on the context of the conversation.
  • For online retailers, a small, well-measured test can make sense. For B2B companies, assess reachable audiences, organic visibility and paid tests separately; there is no established general effectiveness advantage for GEO.

What applies in Europe since August

On August 18, 2026, OpenAI announced that ads in ChatGPT would expand to 31 European markets, among them Germany, Austria, France, Spain, Italy, the Netherlands, Sweden, Norway and Denmark (OpenAI). The launch was set for the following week; trade press reported August 24, 2026 as the first day (Notebookcheck).

Initially, access ran through OpenAI's Ads Solutions team and through agency and technology partners. An update on August 31, 2026 opened self-serve access through Ads Manager in all 31 European markets. Sign-up is at ads.openai.com (OpenAI).

The announcement does not name Switzerland. The "Ads Manager Availability" page in the OpenAI Help Center, however, lists Switzerland alongside Germany, Austria, Iceland, Liechtenstein and Norway. The advertising and billing entity must be based in a listed country (OpenAI Help Center).

The European rollout follows a US pilot that began on February 9, 2026 (OpenAI Help Center).

According to OpenAI, the platform offers:

In Europe, one important restriction applies, covered in the next section.

Who sees the ads and who does not

Ads only appear on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu are ad-free. There are also no ads in Temporary Chats, in the ChatGPT Atlas browser during testing, or on accounts OpenAI identifies as belonging to users under 18 (OpenAI Help Center). Ads are not placed next to conversations about personal health, mental health or politics, and political advertising is not permitted (OpenAI Help Center).

Free users can also switch to an ad-free version of the plan, with lower message limits and fewer features (PPC Land).

For European advertisers, a second point matters more. According to the OpenAI Help Center, personalized ads are not initially available in the European Economic Area or Switzerland (OpenAI Help Center). Ads are selected based on the current conversation, approximate location and language; past chats and saved memories are not used (Notebookcheck). SE Ranking reports that custom audiences cannot be created for EEA or Swiss campaigns, so targeting there relies on context hints and negative keywords (SE Ranking).

This leads to a consideration that matters most in B2B. People who use ChatGPT heavily for work often do so on a paid plan or a company account. Whether that holds for a given audience cannot be stated in general, and there is no reliable data for European B2B buyers. It is plausible, though, that part of the procurement leads, engineers and executives researching in ChatGPT never see an ad. SE Ranking reached a similar conclusion after its own test (SE Ranking). The organic answer, by contrast, reaches every plan.

Ad or citation: two different places

A ChatGPT ad is a labeled unit below the response, visually separated from the answer (OpenAI Help Center). It typically includes the advertiser's name and favicon, a title, short copy, an image and a landing page (SE Ranking). OpenAI states that ads do not influence answers (OpenAI).

That is the core difference from organic visibility. The answer itself, meaning which providers are named, recommended or linked as a source, cannot be bought. It reflects what the model knows about a company and which sources it finds when it searches the web.

SE Ranking reports that advertiser domains also appeared among cited sources in 3.63 percent of the placements it studied; the advertised URL appeared in 0.09 percent. These are vendor observations, not representative European benchmarks, and a citation is not necessarily a recommendation (SE Ranking). The underlying platform rule is confirmed by OpenAI: ads do not influence answers (OpenAI Help Center).

Ad Organic citation
Position Below the answer, labeled as sponsored Inside the answer, as a recommendation or source
Reach Free and Go only All plans
Levers Budget, bid, context hints Content, structure, mentions on third-party sites
Effect Once approved and when delivery fits; depends on budget and demand Builds without guarantee; mentions can disappear even if content is unchanged
Measurement Ads Manager, Pixel, Conversions API Prompt sampling, AI referrals in GA4

The two are not mutually exclusive, but they solve different problems. An ad creates presence for a question where your brand is missing from the answer. It does not change the fact that a competitor is the one being recommended.

A decision framework for retailers and B2B companies

Whether to test ads or start with GEO depends less on the industry than on four questions.

1. Does the brand already appear in the relevant answers? If not, an ad does not fix the underlying problem. The first step is understanding why ChatGPT names other providers. A documented prompt sample can show whether the brand appears; it cannot establish the reasons on its own.

2. Does the question carry clear purchase intent? Contextual delivery works best when a question points to a specific product or solution. On early research questions, an ad easily feels out of place.

3. Does the audience mostly use Free and Go? This is more likely for consumer products than for professional buyers. There is no solid data on this, so make the call deliberately before testing.

4. Is measurement ready? Without working conversion tracking, any test is just click statistics.

That leads to a simple framework:

Situation Recommendation
Online store, clear product questions, brand present in answers, tracking in place A small test makes sense
Online store, brand rarely present in answers Review product data and content; keep any paid test economically limited
B2B provider with a complex offering Assess reach and measurability; prioritize content work and a limited paid test separately
B2B provider with a well-defined product and short buying cycle A test is possible, with an eye on reach within Free and Go
Regulated or sensitive categories Check the policies first; placements are restricted

For retailers, product data quality matters independently of channel: titles, specifications, price, availability, images and destination URLs must be consistent. SE Ranking describes product-feed campaigns in ChatGPT Ads; check eligibility and requirements in your own account before testing (SE Ranking). Paid product ads, organic product mentions and checkout features are separate functions.

Test setup and measurement

A first test should answer a question, not hit a revenue target. For example: do ads on the three most important buying occasions reach visitors who then enquire or buy?

Preparation

  1. Record an organic baseline. Before launch, document whether and how the brand is named for the target questions in ChatGPT. This provides context, but does not by itself isolate the causal effect of advertising.
  2. Set up measurement. Install the OpenAI Pixel and, where possible, the Conversions API, add UTM parameters and fire a test conversion before launch (OpenAI; SE Ranking). Track the sessions in GA4 and the CRM as well.
  3. Choose landing pages. Link to specific product or service pages, not the homepage.

Structure

A note on budget: according to SE Ranking, OpenAI treats the daily budget as a seven-day average, so individual days can run well above it (SE Ranking). If a hard cap matters, plan for that.

Evaluation

Ads Manager reports impressions, clicks, spend, CTR and, with tracking in place, conversions. There is no conversation or search term report; data is aggregated (SE Ranking). What counts is what happens after the click: engagement, enquiries, purchases. Cost per result can then be compared with Google Ads, where comparable data usually exists already.

Evaluate paid and organic results separately. A later change in organic mentions does not establish that the ads caused it. Base budget decisions on qualified enquiries or revenue, total costs and the limits of attribution.

Privacy before tracking

Pixels and server-side conversion transmission are not a privacy exemption. Before launch, check consent or another applicable legal basis, purpose limitation, data minimization, contracts and international transfers. Do not send confidential conversation content or sensitive data to advertising platforms. A Conversions API does not bypass consent requirements.

Limits and open questions

The platform is young and still changing. Published advertiser results from Europe are scarce. One documented test by SE Ranking ran in markets outside Europe and produced plenty of clicks but hardly any sign-ups (SE Ranking). How far that transfers is uncertain.

For personalization, rely on current OpenAI documentation and regional eligibility. The Help Center describes personalized ads as not initially available in the EEA or Switzerland. Do not base a European test on features available only in other markets (OpenAI Help Center).

Benchmarks are missing too: there is no reliable public data on click costs or conversion rates in European markets yet.

FAQ

Are ChatGPT ads available in Europe?

Yes. OpenAI announced the expansion to 31 European markets on August 18, 2026. Since August 31, 2026, businesses can create campaigns self-serve through Ads Manager.

Is Switzerland included?

Yes. The OpenAI Help Center lists Switzerland as an available country. As in the EEA, personalized ads are not available there for now.

Who sees ads in ChatGPT?

Users on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu are ad-free, as are Temporary Chats and accounts of users under 18.

Do ads influence ChatGPT's answers?

According to OpenAI, no. Ads are labeled and shown separately below the answer. Which providers are named in the answer cannot be bought.

Should B2B companies advertise on ChatGPT?

It depends on whether the audience uses the ad-supported plans and whether the brand already appears in the answers. For complex offerings, prioritize organic work and paid testing according to audience reach, measurability and costs. There is no established general effectiveness advantage for organic visibility.

How do you measure ChatGPT ads?

Through the OpenAI Pixel, the Conversions API or third-party integrations, combined with UTM parameters, GA4 and the CRM. Ads Manager provides aggregated metrics but no conversation or search term reports.
